    Mark Price received a PhD in economics from the University of Utah.  Mark has been a Labor Economist at Keystone Research Center since 2003. He is responsible for conducting original research and communicating his findings through writing and public speaking to policy makers, the press, other researchers, and the public. His research focuses on labor market outcomes and policy; education policy; and local, state, and federal tax and budget policy.

    Stephen Herzenberg is the Executive Director of the Keystone Research Center (KRC) (www.keystoneresearch.org), a Pennsylvania-based, independent, non-partisan economic research and policy organization, which also houses the Pennsylvania Budget and Policy Center (www.pennbpc.org). Dr. Herzenberg holds a Ph.D. in economics from MIT. His research has focused on the U.S.

    Stephanie Frank has been the Office Manager at the Keystone Research Center since 2010. She received an MFA in Illustration from the Academy of Art University in San Francisco and a BA in Studio Art with a concentration in biology from Washington and Lee University in Virginia. Stephanie has held administrative positions since 2002 while continuing to practice art. Prior to joining the Keystone team, she was the Office Manager at Zak Architecture in San Francisco, handling everything from human resources to marketing.
